The chief of the Bali search and rescue agency says the Putra Romo was carrying 27 passengers and crew when it sank on Wednesday amid strong winds in the straits of Badung in central Indonesia.
Ketut Prawa says 12 passengers and three crew have been rescued and are being treated at a hospital.
Indonesia is the world's largest archipelago nation and its seas can be treacherous, especially during the rainy season from September to April.
