East Java's drive to lure foreign and domestic investors has intensified with the Malang administration preparing to build a 300-hectare industrial center. The new industrial center will be built following SIER in Surabaya (476 hectares), PIER in Pasuruan (500 hectares) and Ngoro Industrial Park in Mojokerto (460 hectares). "The planned industrial area will be built in Singosari district in Malang regency," Investment Agency head Adji Jatmiko said Tuesday. "So far 193 hectares are ready for construction." Seventy percent of the area will be used to build factories and storehouses, while the remaining 30 percent is reserved for public facilities and buffer zones. Adji said Malang regency needed to establish an industrial area because the industrial centers in Surabaya, Mojokerto and Pasuruan were expected to be fully occupied within the next year. "We have started to build similar areas so the investors have options," Adji told The Jakarta Post. The industrial area in Singosari will be able to accommodate hundreds of factories and warehouses with each plot measuring between 1,000 and 2,000 square meters.
Singosari has been chosen as the project site because it is located at the entrance to Malang regency from Surabaya and offers access to various supporting facilities, such as the Abdurrahman Saleh Airport and the railway line to Surabaya. "According to the plan, we will build double railway tracks as supporting infrastructure," Adji said. Adji added the Singosari industrial area would still rely on the Tanjung Perak Port for goods consignment. He said the new toll road project from Gempol to Porong and Tanjung Perak was expected to be completed this year. "The Malang-Gempol highway is still in the central government's tender process, and we have prepared for that. When all the facilities are completed we will also have completed the construction on the industrial site." He added the project, entirely carried out by private company PT Senopati Dirgantara Perkasa at an investment value of Rp 400 billion (US$40 million), was expected to be completed in the next two years. Adji said investors who were interested in leasing or buying property in the industrial area would be provided with facilities, such as licensing procedures, security, waste management to minimize environmental impact and manpower with the hopes to accelerate goods traffic. Investors from China seem to be priority but those from other Asian countries will also be targeted. "We have also planned to promote the area to European countries," Adji said.
In 2009, Malang regency has netted in Rp 11.6 trillion in investments, a 13 percent increase compared to last year. The regency has targeted a 10 percent rise in investment annually, but the Singosari industrial area, when completed, is likely to spur investment growth to 20 percent annually. Data at the East Java Investment Board (BPM) showed that from January 2008 to December 2009, foreign investments amounted to $4 billion, while domestic investments accounted for Rp 29 trillion. Earlier, East Java BPM Cooperation and Development Affairs head Sikili Hamzah said three foreign investors were currently exploring opportunities to invest in East Java. The investors were from Taiwan, Singapore and South Korea, and planned to invest in manufacturing and agribusiness.
